MARPOL Annex VI: Regulatory Update
The IMO’s updated procedures for fuel oil sampling and sulphur verification (effective April 2022) require strict compliance monitoring to ensure adherence to global emission standards.
Key Definitions
Sulphur Content: The concentration of sulphur measured as a percentage by mass (% m/m) per IMO standards.
Low-Flashpoint Fuel: Gaseous or liquid fuel with a flashpoint lower than that permitted under SOLAS regulation II-2/4.
MARPOL Delivered Sample: The official fuel sample delivered according to Regulation 18.8.1.
In-Use / On-Board Samples: Fuel currently being used or carried for future use onboard the ship.
Sampling & Compliance Requirements
- Mandatory Sampling Points: Vessels must feature designated, compliant sampling points.
- Representative Sampling: All sampling points must ensure fuel samples are accurate and representative.
- Authority Enforcement: Port authorities are empowered to sample fuel in-use to verify sulphur compliance.
- IAPP Certification: Certificates must now reference onboard sampling arrangements.
Operational Implications for Shipowners
Ship operators must ensure fuel management procedures align with MARPOL Annex VI. Proper documentation, designated sampling equipment, and crew awareness are critical to avoiding non-compliance during port state inspections.
